There were two threads related to this but none of them had enough evidence behind them, so here we go...
There are many things pointing at a second power switch/activation.
I found the code for it:

And what else is right in front of us? The second generator-look-alike in the first room on Der Riese.
What made me really post this, considering so far this is a weak argument?
In the Map Pack 3 trailer, the second generator is ON (and in the trailer for just Der Riese in the last 20 seconds it shows the generator on):



There is also the mysterious image with the lighting bolt coming down either behind the regular power generator or right on it.



Because of the videos, it seems that after the teleporters have been linked up and the regular power is on, then the second generator can be activated.

The extra electricity would support that maybe that question mark on the Der Riese map near Juggernaut could all lead to answering why there is a mysterious wall barrier inside of the building next to Z-C right there.





Ever notice how it says Return through aether (or whatever it spells it as) right on the wall next to the generator as well?
Maybe this is all linked together, the way to turn on the second generator and gain access to a possible secret room? The picture with the lightning bolt (it has been said before) seems like the bolt is coming down with pieces of wood in it to the Juggernaut hallway.
It could be where the second staircase comes into play.

But what about the PC files? They don't support this.
I am going to assume that the PC files don't have every easter egg or file that there really is in the game. To get the files, we have to download them, and put them in the COD directory. It is very likely that its only the files necessary for making a custom map, not every file of Der Riese. For example...where is the full DerRiese.map file? That is enough suspicion that Treyarch was crafty at hiding some files.
If Treyarch wasn't done with the map and left the extra staircase in near Juggernaut, why wouldn't they just update it with the correct outline of Der Riese? Because we haven't unlocked and discovered everything yet, Treyarch said it themselves.

I like what you said about the pc files, there must be a whole der riese file where we can look through every aspect of it. Mustn't there?

sounds pretty good! dam treyarch they need to release some more information!

about the second staircase. AngelofDeath815 pointed out to me that if u look threw the window by juggernog towards where the second stair case should be there is in fact like 3 steps. He said that, that is the second stair case but im still not 100% convinced.

Also it makes sense for there to be a second power switch because of that dam clock! that would explain why it is lighted up.

But now we need to know how to activate the power if there is one.

That's what has directed my attention to that door all along, it seems like a huge hint at that area that there are so many bloody trails and pawprints.

Thanks for all of the props everyone, but I am embarassed to admit that both times that I linked all of the teleporters in noclip the power for the second generator turned on and it seems like it just powers the PaP. confused
But lets take another look at all of the other images...
Why is the view of this area on the DR map so different? The staircase and rooms aren't nearly in the same place (doesn't it also look like the question mark is in the same place as that lightning bolt in my first post?).


It could be the second floor.
This is found only here that the skin under the ground RESTARTS (not just continues) and goes for another full-floor-height length. Suspect


And as for the Der Riese PC files, we're not viewing everything, I'm gonna guarantee that. Where is the full map file? There's also a load of skins missing...wish I had the knowledge on how to view or extract all of the files out of the directory.

Wait a second, why are there two stair cases??
I probably did miss it; but the curvy one is in the Animal testing room going from the Box up to Juggy, and then the one right after that is the set of stairs leading to the bridge, but then what's the one on the left?

Is that the secret room? Because then it'd make sense. Hahaha.

I've already asked JD_2020, and he said that the second staircase was a mistake that they forgot to take out, but if it makes me feel any better, there are 3 steps by the juggernaut spawn room which could count as a second staircase.

Good Theory, Still Plausible.

jesus, i was playing on multiplayer last night and when we went onto Nightfire, i noticed a few simularities from the zombie map. im guessing you may find some more answers if you look through the files of that map.... i think i saw the broken wall, near our 'broken wall' by jugganoob.
just a thought, maybe they couldnt remove it or somthing?
